Mumbai, 23 October 2026: The Ballard Pier Downtown Experience Centre was formally inaugurated in Mumbai by chief guest Dr M. Angamuthu, IAS, Chairman, Mumbai Port Authority, alongside Krishna B. Kotak, Group Chairman and Managing Director, and Dhruv Kotak and Aditi Kotak of the J M Baxi Group.
Located on Mumbai’s eastern waterfront, the development brings the city’s international cruise terminal together with a lifestyle destination in the historic Ballard Estate precinct. The project forms part of the Mumbai Port Authority’s vision to open its historic harbour to the city and strengthen Mumbai’s position as a cruise gateway for India.
Designed for Mumbaikars and cruise travellers, the centre aims to establish a closer connection between the city and its waterfront. Speaking at the inauguration, Dr Angamuthu congratulated the teams at the Mumbai Port Authority and the J M Baxi Group on bringing the project to fruition. He described it as an important step towards redefining the relationship between Mumbai’s port and its citizens.
This property adds to the hospitality sector’s portfolio growth, reflecting wider momentum shaping new hotel openings.Reimagining the Role of a Port
In his address, Dr Angamuthu spoke about the changing role of ports, which have traditionally been associated with cargo-handling activities such as imports, exports and container movement. He noted that Mumbai Port has the potential to serve several purposes beyond conventional cargo operations.
He also highlighted the disconnect between Mumbai’s citizens and its waterfront, observing that access to the sea is not equally available to everyone. The Experience Centre, he said, could help bridge this gap by creating a dedicated public-facing space where people can connect with the waterfront.
The Chairman further explained that the terminal has been developed to accommodate cruise passengers alongside conventional port operations. Its ability to handle cruise vessels, cargo ships and passenger traffic represents an expansion of the existing berth’s capabilities rather than a replacement of its original functions.
An Integrated Cruise and Lifestyle Destination
The Mumbai International Cruise Terminal occupies the ground and first floors of The Ballard Pier, while the two upper levels, positioned 17 and 21 metres above sea level, accommodate dining, shopping and lifestyle experiences.
Operated by J M Baxi Ports & Logistics Private Limited under a 30-year concession from the Mumbai Port Authority, the project marks the J M Baxi Group’s first consumer-facing maritime venture. The Group has been part of India’s ports, logistics and shipping ecosystem for 110 years, since 1916.
Building a Cruising Culture for India
Cruising is emerging as a tourism segment with potential for growth in India. With its coastline, maritime history and range of destinations, the country offers opportunities to develop travel experiences centred on the sea. Mumbai, as a historic maritime gateway, is positioned to play a role in this growth.
Developments across the cruise sector are also reflecting this momentum. Following The Ballard Pier’s opening, Cordelia Cruises is introducing its second ship, Cordelia Sky, with a third expected to follow. International cruise lines are also showing increasing interest in India, supported by the development of terminal infrastructure.
Aditi Kotak, Director at Ballard Pier Private Limited, said,
“We are privileged to be a part of shaping India’s cruising culture. Our coastline can become one of the country’s most distinctive tourism assets, but that takes more than infrastructure; it takes experiences that draw people to the sea. The Ballard Pier is our answer: a terminal that welcomes the world, and a destination that invites Mumbai to rediscover its waterfront.”
Dining, Shopping and Entertainment by the Sea
The lifestyle levels feature a sea-facing glass façade, with indoor and outdoor spaces overlooking the harbour. The destination is scheduled to open in phases over the next two months, with a line-up of dining, retail and leisure brands.
The dining and entertainment offering includes Blue Frog, Titlie, Ministry of Crab, Voya Sea Club, Sorano, Naia, Naarma, TaiChi Café, Nandan Coffee, Yeti, 24k Kraft Brewzz, Olive Garden, Wolf of Grain, Flings Gelato Bar and Harbour House.
Retail categories include fashion, homegrown design, lifestyle and beauty. Brands featured at the destination include Nicobar, India Circus by Krsnaa Mehta, Le Chatelard 1802, Perona, Sweet Dreams, Lukson, Columbia, Daily Objects, Mokobara, Tuuli by Pooja, Vanilla Moon, Mija, Mulmul, Nykaa Luxe, Unrush and Aiza.
Curated gourmet offerings will also be available through Rapsap and Urban Platter, adding to the destination’s food and retail mix.
A Public-Facing Space Along the Eastern Harbour
The development also includes a seaside sit-out within the heritage precinct of Ballard Estate. The space offers views of cruise liners, tugs and cargo vessels moving through the eastern harbour, giving visitors an opportunity to spend time by the water.
While leisure destinations have developed along Mumbai’s western seafront, public-facing spaces overlooking the eastern harbour have remained limited. The sit-out is intended to provide a place for visitors to pause and take in views of the working port and the surrounding waterfront.
Rahul Mehta of RM Architects said,
“Our vision was to create a waterfront destination that belongs unmistakably to Mumbai, with the sea as its protagonist and architecture as its frame. By reimagining an existing port structure, we have opened it up to the city as a place to gather, discover and linger. Architecture comes alive not when a building is completed, but when people inhabit it and make it their own.”
Sustainability and Workforce Diversity
The Ballard Pier incorporates several environmental measures. The terminal is designed for zero liquid discharge (ZLD) and, through a third-party partnership, will source 50% of its energy from solar power. In-house composting and used-oil collection systems will also enable food and beverage partners to use the facility’s sustainability infrastructure.
Workforce diversity and gender equality are other stated priorities for the J M Baxi Group. The Ballard Pier begins operations with a workforce comprising 50% women, with the aim of increasing this share to 70%.
Developed under the Mumbai Port Authority’s stewardship of the eastern waterfront, The Ballard Pier brings together cruise infrastructure, hospitality, retail and leisure spaces. Alongside serving as a point of embarkation, the centre is intended to give visitors a new way to experience Mumbai’s eastern harbour.
